Airport Ownership
Billy Bishop Toronto City Airport is owned and operated by the Toronto Port Authority, a federally regulated agency with a portfolio of infrastructural assets along the Toronto waterfront including the Port of Toronto and Outer Harbour Marina. As the aerodrome certificate holder with federal accountability to Transport Canada, the Toronto Port Authority is in charge of airport operations, regulatory compliance, airfield maintenance, mainland operations and access (tunnel and ferry), emergency preparedness and response. Toronto Port Authority also oversees the airport in terms of business development and strategy, and alignment with policies and regulations at the municipal, provincial, national and international levels.
Land Ownership
Billy Bishop Toronto City Airport sits on 210 acres of land on Toronto Island. The Toronto Port Authority owns 78.5% of the land with 165 acres; the City of Toronto owns 20% of the land with 42 acres; and the federal government owns 1.5% of the land with 3 acres. Toronto Port Authority also owns the water lots which surround what is now Billy Bishop Toronto City Airport.
Passenger Terminal
The passenger terminal at Billy Bishop Toronto City Airport is owned and operated by Nieuport Aviation Infrastructure Partners. Backed by significant international expertise in managing aviation infrastructure, Nieuport Aviation is committed to world-class customer service. In addition to managing the passenger terminal and related services such as cleaning and food concessions, Nieuport Aviation offers passengers a free bus shuttle service between the airport and downtown Toronto, helping to provide a seamless travel experience.

Two commercial carriers operate from Billy Bishop Toronto City Airport: Porter Airlines and Air Canada (operated as Air Canada Express by Air Canada’s regional partner Jazz Aviation LP).

Ornge Air Ambulance Service
A vital part of Ontario’s health care system, Ornge provides high quality air ambulance service and medical transport, along with paramedical services, to people who are critically ill or injured. Ornge has been based out of Billy Bishop Toronto City Airport since 1977.

Stolport
Stolport is a fixed-base operator that offers a range of services to private aircraft owners and is home to several aviation businesses. Stolport also owns and operates the parking lots and concession at the airport.
